Climate-resilient water governance and hydro-meteorological monitoring

Client: Hirshabelle Ministry of Energy & Water ResourcesPeriod: 2023 – 2024Location: Hirshabelle

The challenge. Riverine communities along the Shabelle face recurrent floods and droughts, while state institutions need reliable data and enforceable rules to manage scarce water resources.

2023 — State-wide hydro-meteorological monitoring network design, with telemetry standard operating procedures
2024 — Water-policy operationalisation, Water Users’ Association (WUA) regulation and a tariff blueprint

Value to the client. Equipped the ministry with the monitoring architecture, operating procedures and regulatory instruments needed to manage water resources and plan for climate shocks.

Disaster risk reduction, early warning and institutional reform

Client: Hirshabelle Ministry of Humanitarian Affairs & Disaster ManagementPeriod: 2021 – 2024Location: Hirshabelle

The challenge. A young state ministry required stronger institutional governance and practical tools to anticipate and respond to riverine floods and other hazards.

2021–22 — Public-administration reform and institutional governance framework
2023 — Multi-hazard early-warning system, GIS riverbank vulnerability atlas and DRR protocols
2024 — Riverine climate-disaster contingency plan, evacuation master plan and Training-of-Trainers

Value to the client. Three successive assignments that moved the ministry from institutional set-up to operational preparedness, with trained staff able to cascade capacity.

From commissioning to market systems: a long-term agribusiness partnership

Client: Daaq AgrovetPeriod: 2020 – 2026Location: Somalia

The challenge. A commercial agricultural enterprise needed to commission and sustainably operate new irrigation, solar pumping and post-harvest assets, and to grow inclusive market linkages.

2020 — Commissioning, operation and maintenance of greenfield irrigation, solar-powered pumping and post-harvest facilities
2022–23 — Irrigation O&M frameworks, water-allocation regulations and value-chain analysis
2025–26 — Female agri-producer empowerment and localisation guidelines

Value to the client. Five assignments across six years, showing our ability to accompany a client from technical start-up to inclusive, sustainable operations.
